price jumping

whats with all the jumping from one session to another? It just closed at 1.336 and dropped to 1.332 without any movement. Its done this a few times. Is that a price correction?

Fairly uneducated on currency

Whilst i’d like to think i’m very aware about investing, one thing i struggle to understand is the behaviour of currency. Today Cash ISA allowance was cut along with many changes etc, which to me is negative towards the uk economy, yet the pound rises against the dollar and my us stock investments suffer.
